What is a Comprehensive Plan?

The Comprehensive Plan sets out a series of goals and policies that will guide growth and development in our community over the next 20 years. The Comprehensive Plan is Manzanita’s primary land use policy document and directs departmental work plans as well as city zoning and development code. The Comprehensive Plan helps articulate Manzanita’s goals for the future housing, economy, community, infrastructure, government, parks, trails and natural resources. 

Oregon state law requires that all cities and counties adopt Comprehensive Plans that are consistent with statewide planning goals, of which the following are applicable to the City of Manzanita:

  • Goal 1: Citizen Involvement

  • Goal 2: Land Use Planning

  • Goal 5: Natural Resource, Scenic and Historic Areas, and Open Spaces

  • Goal 6: Air, Water and Land Resources Quality

  • Goal 7: Areas Subject to Natural Hazards

  • Goal 8: Recreational Needs

  • Goal 9: Economic Development

  • Goal 10: Housing

  • Goal 11: Public Facilities and Services

  • Goal 12: Transportation

  • Goal 13: Energy Conservation

  • Goal 14: Urbanization

  • Goal 17: Coastal Shorelands

  • Goal 18: Beaches and Dunes

  • Goal 19: Ocean Resources
