“In the 45 years I have visited and lived in or near Manzanita, I have been always aware of and attracted to this city’s unique mix of natural beauty, the continually improving civic infrastructure (public safety, utilities, pool, library, art center, market, entertainment, shopping)’ and tangible sense of community of these people who chose to live on the continent’s edge’ and like living here. I also find it valuable to live in a town that is a place one goes to, not through.”

And the area needs to provide affordable housing for young families, with children, with both parents working, who need affordable childcare. One solution some communities have adopted is multi-generational housing developments.”

Downtown Manzanita, along Highway 101 and Laneda Avenue, honors its history and community ties. Manzanita’s investments in transportation reflect these aspirations. The city’s core offers a lively hub that blends seamlessly with the town's quiet residential streets. Envision Manzanita’s Comprehensive Plan Update & Housing Ordinance Update
Envision Manzanita is a multi-year planning project to update the city’s Comprehensive Plan and Housing-Related Ordinances. A Comprehensive Plan is a state mandate to plan for forecasted growth over a twenty-year planning horizon. Manzanita’s Current Comprehensive Plan was last updated in 1996. A Comprehensive Plan guides development through goals and policies for land use, housing, transportation, and more, as set out in the Oregon Statewide Planning Goals. A Community Vision serves as the framework for updates to the goals and policies. The process began with visioning exercises in a series of town hall meetings held in the summer of 2022 and will continue well into the fall of 2024.
The city’s population has stayed relatively static at 603 permanent residents. Higher volumes of year-round visitors and rates of second homeownership have risen since 1996 and resulted in an increase in both residential and commercial housing development. This project is designed to ensure that the city can comfortably accommodate residents and visitors alike over the next twenty years.
Senate Bill 406 applies HB 2001 (2019) to all cities in Tillamook County. It requires that the housing code be audited and updated as necessary to remove barriers to ‘middle housing’ on residentially zoned land. Middle housing is sometimes called “the missing middle” and refers to smaller housing types that include duplexes, triplexes, fourplexes, townhouses, cottage clusters, accessory dwelling units (ADUs), courtyard apartments, and other similar housing. The updated ordinance amendments will facilitate housing production, affordability, and choice in Manzanita. The Oregon Department of Land Conservation and Development has funded this portion of the project and work must be completed by summer 2025.
Community members and stakeholders will have multiple opportunities to participate in the Manzanita Comprehensive Plan and Housing-related Zoning Ordinance Updates. The project will unfold in four phases with a citywide public event hosted for each phase:
Fall 2024: Project Overview, Community Engagement (Goal 1), Scenic, Historic, and Natural Resources (Goal 5), and Housing (Goal 10).
Spring 2025: Air, Water and Land Resources Quality (Goal 6), Natural Hazards (Goal 7), Coastal Shorelands (Goal 17), Beaches & Dunes (Goal 18), and Ocean Resources (Goal 19).
Summer 2025: Land Use (Goal 2), Public Facilities & Services (Goal 11), Energy Conservation (Goal 13), and Urbanization (Goal 14).
Fall 2025: Recreational Needs (Goal 8), and Economic Development (Goal 9).
* Statewide Planning Goals 3, 4, 15, and 16 do not apply to land within the Manzanita UGB and Goal 12 (Transportation) has been addressed in the recent TSP Update.
